You start out in a party you would have to invite 8 friends or random people, so that the total amount of players in your party is (9) you would have to be party leader then you would choose which game mode you'd wanna play like you said infected or ground which each team is 9 players so since your party is 9 players and you're the party leader you're automatically lobby host, hope this helped

Use udp unicorn for force host with parties it works everytime for me
