So i think this is a really noob question, is there any Mod Tools / Mod Menus that u can use without Cwf / Jailbreak! Link if u know something! I'm asking this cuz i can't jailbreak / downgrade first cuz the serial number is cech-3xxx everyone says that it can't be downgraded!

no you absolutely need a CFW to mod anything... you can do usb mods for mw2 and saved game editors for GTA5 and GTA4 but thats the closest you will get to modding.
