Enstones project memories is similar to the mw2 days, doesn’t have all the features like back than but its good. You can't give others unlock all in the game only way is to do a recovery and the menu cost 20-30 dollars quite expensive but buy it if you're interested.

You can host an XP lobby with RTE tools, i have found the best tool to host a XP lobby would be 'CoD Real Time Editor' by Anera, in the thread there is a video which shows you how to host an XP lobby with the tool.

You can also use CBuf_AddText and change some dvars to get the desired amount of xp
