Did you set the debug settings correctly? And you have everything connected by ethernet? And are on on a computer higher than Windows XP? If so, then I have the same problem, seeing as how the target manager and debugger work for me, but the rtm tools don't.

I haven't had time to skype him. I'm going with the dangerous route and just upgrading to Windows 8.1 from Vista. I mean CCAPI doesn't work on XP, so maybe it is the computer version itself that is the problem. But yeah it can't hurt to try asking him for help.
