Yes you can make a eboot that gives everyone in the game God Mode, But how can you tell it's not a tool that is giving them godmode?

well not every1 lmao i meant the 1 with godmode my bad he aint using tools cuz he aint host he just has godmode its clearly a modded eboot but i havent seen any eboots with just godmode that actually works online

You can't just do "Just God Mode" without host on MW3, It would have to be God Mode without Invisibility classes. Or his friend might've been host and he gave him God Mode but God Mode 'no-host' eboot? Definitely not.

(To be entirely honest, The only reason I say this is because most people in this community are stupid and making a God Mode in a eboot would require a tiny bit of PPC knowledge, Unless you can just set the bytes and it isn't going to reset it)

It could be a host giving some random person god mode from a tool. I personally like to have fun with my tool and give other people random things such as god mode or unlimited ammo, just for the sole purpose of fun.
