I think this is fake, i would belive if he would made 18 player lobby and set all their prestiges to 20.
This can be done easily, both of players in lobby have rtm tool open, they go in game and change the prestige(it changes after the game ends,so even people who are not host can change their prestige in game)

Yeah this can be done, but this can be also a fake.
You can do this with SV_SetStats or what ever and SV_GameSendServerCommand
