Are you looking for a paid one or free one? If you are looking for a paid, there is one over at FM|T Website called MW3 Phantom. It was newly released by Enstone. If you are looking for free, you can try the Evolution Mod Menu released by xHostModer. If you just go to the Modern Warfare 3 Modding Tools Section, you will find plenty.
