First your going to need visual studios which can be downloaded from Microsoft. Second is the ps3 SDK which I cannot like because it's considered Warez. Third your going to need a little bit of codeing knowledge

You need knowledge of the language before you try to do this. Otherwise you'll find yourself copy and pasting stuff and you won't have a good outcome.
