Are you on a cfw? If you are, what are you having an issue with, eboot or rtm tool? If you aren't on a cfw, you can't mod your mw3 account. But what you can do is go to the Mw3 Lobbies and Services sections on here and buy a recovery or try and get one for free in the free section.

You need to have a Custom Firmware console. If you have one simply download a modding tool or mod menu and install it and you're ready to go.

If you're on an Official Firmware, you can't modify games.

You can find a lot of mw3 forum hacks in ngu just google it

PS3 CFW DEX
MW3 RTM TOOL
DEBUG EBOOT

You need a jailbroken PS3. You can either purchase an e3 flasher which cost around $100 or either just buy a console for around the $200 mark. I recommend just doing that because it takes a lot of time to flash the console.
