Yes you do need an eboot but that depends what eboot you need if you re on dex then you need debug eboot and cex for cex eboot.

You need a debuged eboot if you are going to use TMAPI (Dex) but if you are on Cex and use CCAPI you don't need one.

there's an eboot builder in this tool it was very easy it worked for Force host
