1. Does MW3 have have any mod menu's?
2. Does an RTM tool (for any game) work on Windows 10?

Im not sure about the 1st questions as I do not mod MW3 but yes any tool will work on windows 10 normally.

Yes, MW3 has a variety of Mod Menus ranging from SPRX to RTE Menus (most of which aren't really great imo lol).
