start off hosting the RSPS on your computer (when you turn the computer off, the server turns off).
this way, you spend no money and have enough time to gain donating members so you can afford a vps

making runescape from scratch would take months, so people create bases or sources for you to edit for your liking (eg spawn npcs)
if you go to RuneLocus (not sure if i'm allowed to advertise it, sorry), they provide a lot of information on Sources, provide you with a lot and even help you to edit them
