My computer is good, however my graphics card is extremely low-end. Yet I can still play FO3 on Medium settings w/ good FPS

Quite a bit of the stock computers you go and buy for 300-400 can run games like that on Medium and sometimes High settings with great FPS.

Just do a little research and you should find what you need.
