Is there a game like this?

Civilization and Age of Empires. Older classic games but very fun. Also try Stronghold, you can do free modes or setup multiple enemies and watch them fight it out.

A game called "From Dust" just came out, sounds exactly like what your describing.

The only thing with that is you only control time and a few changes to the environment. You have no direct control over the actions or reactions of the people you've created. :p

It still fits the criteria in its own way, though.

lolwut? How...How does that even moderately fit the description he provided? Anywho, Tropico 4 just came out. Its not EXACTLY what you wanted. But still a pretty neat game overall Smile
