Skill capes are a simple mechanic that can be added and is added to many "New" bases out there.
Chances are this server is not built from blank up but a rip of another server.
Chances are your server is not dedicated.
Chances are your server is to protected from hackers.

Everything I see here is old stuff. Do you have java programming experience or does the persons who own it have experience to fix bugs in their server. If they don't, the server is either a stable build that was just downloaded off of moparscape forums or an unstable build that is a mashup of different tutorials.
