This is different from Steams Game Streaming feature they are working on.
This way your servers GPU/monitor settings wont bottleneck your client pc game settings.(the video I saw Steam limited the stream to your servers gpu specs)
For this you just want a good networking card/100M/1G Ethernet and at least a dual-core cpu pc you don't use, or use your gaming rig if it good enough to share & game!
For more clients you will need a better Ethernet card and maybe even a little better CPU.

What you want before you start:
-A old working dual core pc
-A working copy of windows with network access
-Ethernet cords :p
-Maybe a Ethernet hub
-The more games on the server the bigger HDD/SSD will need to be. I would use an SSD but hard drives work fine

Now on the server computer reinstall a fresh copy of windows.

When your done installing fill in the user fields with something not so personal to you and your passwords!
Something like Computer Name: GameStreamServer & a user and password you can share with local friends or family

Once you are done with that and your server is connected to the internet you can move on.
Now on the C:\ Drive root make a new folder called GSgames(or whatever)
then right click the folder and go to Properties /Shearing then Advanced Sharing.
Check the box that says 'Share this folder' & change how many clients can access the folder at once and click OK at the bottom.
Now just install games or copy game installs to that folder. Then your done on the server side.

On the PC(your gaming rig or friends) right click the network icon and click 'Open Network and Sharing Center'
and go to 'See full map'

You should see your router, your pc, and your server(and any other network things) if you don't see your server something is wrong..
if you do see your server good. then right click on YOUR PC ICON NOT YOUR SERVERS, and click 'Map network drive..'(Once you know it works you can just go to My Computer and click Map network drive at the top)
Pick the drive letter you want it to be on your PC not everyone else's, and then click 'Browse' next to the folder drop down.
Under network find and add your server. You can just type it if you remember the path & want to do that.
Do not check 'Connect using different credentials' and click finish.
When you asked to login, login with your servers user login not your gaming pc!
Then from 'My Computer' you can go to your network drive and make short cuts on your pc to the server.

If you want to save power once its all done and working you can unplug everything but the power and Ethernet from your server and it will work fine.
This works great I do it at my house and it good for saving space on your main computer and if you just want to share off your gaming rig just do the file sharing part of the tut on the folder you have all your game installs in or put in a old HDD/SSD and copy all your installs to that and share that drive so your main installs don't get touched!
