For most skin install, you'll need a software like 7zip or winrar
Here's how to install a steam skin:

Download the skin (It's often a RAR or ZIP file)
Extract the files from the archive in your skins folder

Windows: C:/Program Files (x86)/Steam/skins/ (Or your equivalent Steam install location)

Mac: Right-click Steam.app and choose show package contents then go to /Contents/MacOS/skins

Linux: ~/.local/share/Steam/skins/

Open up Steam's Settings Window. Click on the Interface tab, and under the option that says "Select the skin you wish Steam to use (requires Steam to restart)", click on the dropdown, and select your skin

Restart the Steam client. The skin should now be applied.

Don't forget to install the potential fonts that may be in the file you downloaded
