Considering the engine used on battlefield 4 you will easily run +50-70fps on a 7970 at 1920x1080p with ultra graphics.
I also don't recommend buying a prebuilt from cyberpowerpc. you can buy decent "parts bundles" from tigerdirect.com and pay no tax on them either. You just have assemble them yourself, and they come with everything. Case, psu, cpu, gpu etc.
