The best budget Graphic Cards which will be able to run any game at 1080p would be the following 4 cards:

"AMD HD Radeon 7850 2GB"
"AMD HD Radeon 7870 2GB"
"AMD HD Radeon 7770 1GB OC"
"GTX GeForce 650 2 GB Non-Ti"

There are 100-200$ cards you can buy that can play at 30-40fps.

The laptop I'm going to buy is going to run at about 1,400$ and the graphics inside of it will be able to run games like that at max resolution with max quality at 30fps minimum. Note, the screen display will be of a 17.3" which means more pixels to render. It would have an increase in fps if my screen size was say a 14" screen.

Now, if he really wants to game; then yes I suggest that card.

Sadly, portability. I want to be portable with what I do.

Also, my dad is looking to spend about 1,500 on a desktop computer to basically build a badass computer so I can use that as well when I please.

I dislike school computers and would prefer my work to be taken with me to school, friends houses, and to be able to get the hell out of my room.

BF3 is going to cost you a really expensive GPU.
