For a processor i was thinking AMD FX8350 black edition 8 core processor and for graphics card was think AMD Radeon hd 7870. Do you think that could run gta v smoothly?

ATI Radeon 3000 Graphics its pretty crap came with the pc and my budget would probably be no more than 200/260

Go with a 270
You should be able to run GTA in 1080p on median settings GTA is iffy on PC
CPU should be able to run it best to google what peformance others are getting and what settings
