Now supports device.xml for editing what to report to the API. Fixed API rate limit. Fixed nullref. Fixed command line.

I keep getting it sometimes, it seems the servers must be busy, so just try again later.

Everytime I put in cords it says the pokemon isn't there, but I can go into a regular bot and teleport there and it will attempt to catch it but cant cause I'm softbanned
