The reason some accounts can access to the game and some can't is due to some servers of Niantic are down atm. Niantic doesn't have just one server. They have many and if your account is on the server that is down atm you'll have issues signing in to your accounts. Wait till they fix the offline servers.

Try making a new account with the same username as your "banned" account if it works you were perma banned

It's not server issues. Servers work fine with other accounts. Lots of twitter accounts were hacked, I would assume this is just a troll.

Lol it's simple ... If you haven't received a email telling you that you have violated the terms for the game and that you have received a ban then you are not banned . If you still receive error but no email you will at some point be able to access that account again .
