The Truth
Steam, which was created by Valve, the company behind Half life, Team Fortress, and the Left 4 Dead Series, is a program that allows the user to purchase games, and download them over the internet.
While Steam allows users to buy the games from them directly, Steam usually offers package deals when buying a game and its expansion pack/downloadable content for the game.
For instance, if you were looking to buy Modern Warfare 2 and the Stimulus Pack, you would be able to purchase both for cheaper than if you bought MW2, and then bought the Stimulus pack separately. This is just an example, as MW2 is not on sale anymore.
Just Recently however though, Steam unveiled their new campaign, "Perils of Summer" and they are slashing prices on a wide array of games.
These deals that are lasting until July 4 have impacted almost every game on Steam, some games that are normally $20 have been reduced to $10 or $5.
There are also "Packs" of games where one can purchase every game that a publisher has on Steam for a low price, and now the prices are even lower!
In conclusion, if you're a fan of Steam, or just a fan of playing games on your computer, it would be a wise decision to check out the deals that they have going on.

those COD prices are strange...Why is World at War $10 more than COD 1 and Cod2... COD 1&2 should be like $5 & $10
