Coolest Kid Around.
As all of you know quickscoping got a lot more popular in Modern Warfare 2 where players would run around the map using their sniper rifle in a mobile fashion. Quickscoping got more popular when Infinity Ward introduced Sleight of Hand Pro for quick aim down the sights.

A twitter used asked David “Vahn” Vonderhaar if they planned to do anything about Sleight of Hand Pro being used for combination with Quickscoping and he replied with:
David is known for his sense of humour and a tendency to tease the CoD community.
Disabling a quick aim down the sights time would make Quickscoping a lot more difficult to master and less frustrating for the people that don’t like quickscoping.

I hate quickscopers with a passion, and always call out the bastards that do it regularly in a match. Especially with the ACOG on the M40A3 in COD4. Shoot them in the foot, and wow...you're special.
I'm of the variety that do it really well. Last time I called someone out on it during after a match, they berated me about how I couldn't do it. I than proceeded to put on the M40A3 with the ACOG, and lit his ass up all game (as well as everyone else, going 31-2). He removed it from his loadouts the next match.

Nice! I miss the CoD4 days of slow scoping. When nobody cared about how you sniped unless you had terrible aim. lmao

There will still be quick scoping. It will only take more skill so not just any noob can do it.
