You need Google Chrome installed in order to translate Jp to En.
I can confirm that this way totally work with Hong Kong US but for US you need to provide bank details.
For those people who can't get it works, Disable parental control from ps3 settings. regular setting for parental control always disabled. ( how to disable parental control ? google it! )
1. You need to have PSN JP ID +18 if you don't have, make one then got to 2.

For those having problems the only thing I can think of is your ISP/router settings. Try accessing these and looking at the parental control settings.
The adress of your router should be written in IP format on the underside of your router, type this in to the adress bar of your browser and look for parental control settings.
Other than that I have no idea what could be wrong as it worked first time for me and I wrote the tut step by step as I was creating my first 2010 account.

It says my Playstation Network ACCOUNT has perental lock, not the PS itself
