Just do the birthday glitch, if you don't get the paint chip that you want then delete the save game data and load up the game again and you will get another car and paint chip. I know it's a bit time consuming but this is just a way of getting them
by yourself for free.

Buy 10 (or how many you need) go karts for 5,000 each. you will get a random horn/paint chip. if you don't get a paint chip, buy another 10 karts until you do.

once you get a random paint chip, don't click ok. if it's not the one you want quit the game, reload and you will get a different paint chip.

as long as you don't click ok it wont save and you can keep on repeating until you get the one you want.

and yes, you can get matte and chrome using this method.
