What do I do to recieve the car?
Do I need to be a certain level?
How do I activate it?

you do not need to be a certain level.

It will show up in "community -> Gift" click to claim it.
It puts it in the "car delivery" then.
Just go to car delivery like when you when a prize car to claim.

It should show up in the community section in GT mode. Just click on it and accept all gifts. Car should show up in car delivery, and you can get your car from there. You dont have to be any level to accept any car. Doesnt matter if your level 0, you can get an X1 and still use it.
