In other words from what Raymo5 said, no, you don't have to win to be able to choose a color. You just have to be level 40.

when you hit level 30. The x2010 comes up in the GT Area in New dealership.

It is a Level 40 Car. 20 Million credits. So you can buy the color ones at your will.
