Actually you only have to be a certain level to buy a car, for example you have to be Level 23 in either A or B spec to buy the Formula Gran Turismo (5 million credits at 0km) but if someone sent you the Formula GT you could drive it right away even if you were a level 0.

And yes you can drive any car you have online all you have to do is go in your garage, find the car you want, press triangle and favorite the car before going online.
