Step 1) Your main objective is to acquire the Mazda Furai Concept Car. This car will help your B-Spec driver later on, when he will get you the perfect car for LTW. To get the Mazda Furai, you must complete the NR-A Cup. It is a level 5 B-Spec event. Very simple to complete, one race with ten laps. Simply get a good Mazda and it's yours. Once you acquire the Furai, buy all available upgrades for it. This should boost the HP to about 630. (Actual HP may vary.)
Step 2) Complete the Grant Turismo World Championship in B-Spec. After you get the Furai, grind your driver up to level 14. At 14, you unlock the GT World Championship event, which is vital to winning LTW. Using your tuned up Furai, your driver should have very little trouble winning this championship. When he golds it, you obtain a Pagani Zonda. This is the car you will use to beat LTW. As with the Furai, buy all possible upgrades for it. (Note, you can buy the Zonda in the dealership, but it is over 2 million credits, and I think you have to be level 23 to buy it. It is far easier and more worthwhile to get it from the GTWC)
Step 3) Complete LTW. With the Zonda now in your possession, LTW should be a cakewalk to win. It dominates both races, and can easily win both with little problems. Be cautious of your opponent's cars however. There is one particular car that might give you some trouble. (I don't remember the name of it.) With the Zonda, you should not have to tune any options, unless you would like to. When you win LTW, you are awarded with the Toyota Minolta, a very good car.
Step 4) Complete LTW in B-Spec. This step is completely optional, as many people choose to abandon B-Spec after they are awarded their Zonda. To complete LTW in B-Spec, give your driver the Minolta from A-Spec. Simple as that.
