Are you serious? The more you race your car, the more the BHP goes down. When you buy a new car, you can change the oil straightaway, marginally raising the BHP. Maybe you are ding one race then changing the oil, still giving the BHP an overall increase and tricking you into thinking racing your car made that possible.
He's right, when you start using a car the bhp goes up slightly as you break the car in, and after a certain mileage the bhp goes back down again as the engine gets thrashed around and damaged through use.
The bhp rise only counts on new cars, it doesn't work on used cars (not 100% certain)
