To allow non premium aka cracked minecraft users to join the server you need your properties like this:

    

level-name=world

hellworld=false

spawn-monsters=true

[COLOR="Red"]online-mode=false[/COLOR]

spawn-animals=true

max-players=3

server-ip=

pvp=true

level-seed=

server-port=25565

white-list=false

Only pay attention to the red part, if that's set off it doesn't try to authenticate the user with minecraft.net.

This should allow him to sign in using a cracked minecraft as long as it's up to date with the server version.

Combined with some bukkit plugins you can really let countless users in with cracked accounts join.
