It drops because it's recording minecraft and it will obviously decrease your fps. You could try to allocate more memory or put minecraft and fraps on separate CPU's if you have dual core+

Right click the task bar and bring up task manager then 'set affinity' and it should look something like this:

Now just set different CPU's for fraps and minecraft and set minecraft as priority high.

Your pc may not be that powerful enough to run it smoothly and record. Try lowering your game settings like tiny render distance and download game booster. If that doesn't help then your pc isn't going to cope with them both
