I'll help you configure plugins. Not the best at setting it up use You must login or register to view this content. for setting the server up. If you have skype or something thats easier & faster for communication then let me know and i'll help through that for the plugin setup and for giving you a prefix of Admin

Also if you have permissions on your server you's may all be in a group that has build: false that could be why no one can build.

If he can't help you, I'd be happy to help you out. I run a Minecraft Bukkit server myself so anything from coding build permissions to having that nice Admin rank will be a breeze. PM me your details instead of posting them here where anyone can log in.
By the way, unless you sent Casper_HD the TeamViewer password through PM, he wouldn't be able to log in. Be sure to PM him the password TeamViewer gives you.

This is why it would be better if you got skype :\ because im on here when your not
