However, I download AdminsCanFly plugin and after installing it properly it doesn't let me fly!

If someone could just help me out with this like is there a special command that I have to enter to enable fly mode? Speaking of that on my server properties allow-flight is set to true so it's not that. Also I have tried /fly and //fly all I get is Command not recognised type /help for a list of commands.

Any help would be appreciated, thanks!

The plugins allow Admins to fly, using permissions. For you to fly in the first place, you need a mod that lets you do so. Zombe or CJB would work fine. I think the plugin does not allow other ranks to use fly.

Its sort of like a NoCheat plugin so only admins can fly. You need a fly mod for it.
