I can`t answer your question but just letting you know, you can buy all the unlocks for the vehicles through the psn store/xbl marketplace.

If you look at You must login or register to view this content., you'll see a member asks if there's "a price difference between ranked and unranked?"
Another members replies, "No price difference. The ranked/unranked will be determined how much the user changes the games perimeters, thus making it unranked if tweaked too much."
Therefore you can assume as long as you don't change the settings very much, you'll be able to have it ranked. Not sure whether or not you can lock the server though.
I'd suggest buying a server for 1 day. That'll allow you to test stuff out.

Sqd Rush can be minimum 2 in ranked as others are 8 minimum. But being the host of the server you can kick people out of your lobby.

Yeah I did that last night too. Now I have all vehicle unlocks. Found the answers to my questions. A friend rented a server for a week. We can start any ranked game with only 2 people. Gonna use the server to get unlocks for friends that want unlocks for weapons/vehicles. I don't care about ranking up, rank means nothing anyway (Just that you play a lot).
