Found this in the Battlefield 3 Official Fan-Page of Facebook. I watched it and it's really Interesting to hear what Details/Answers etc... he gives. Now at this time It's not a LiveStream like I said in the Title. It's recorded so you can watch it from the minute you want.

Yeah they are bringing back ATV's, but also as Toptuning said motorcycles may be introduced at a later point too.

Looks like it'll have room for two people with one being the driver and the other the gunner. Since the maps are so huge they probably wanted something faster then the Buggys to get to parts of the map quicker (I'm guessing).
