I think it has 8 but dev kits always have double the ram so devs can use their tools better I think.

I'm going to compare the specs of the PS4 and Xbox 720 and base my buy on that ^^

It would surprise me if either the PS4 or the Xbox 720 had less than 8GB seeing how it is so cheap now. Not that it will make a huge impact on gaming, but perhaps something like the PS Vita could happen where you can completely minimize a game and open up several new applications.
