You have to make sure after you save your game to the USB and take it out of the PS3 that you delete your saved GT5 data off of the playstation hard drive the backup and the original, then you take the USB to the computer and encrypt it and all that shit and when you bring the USB back to your PS3 and copy it the new cheated data is the only copy the playstation can use. This will work. (also you probably already know this but when your in windows Hxd to change the encryption hit Ctrl G and put in 0000E960 and hit enter, then hit Ctrl F and enter 28 00 00 00 64 search for hexidecimals or whatever and change the 28 00 00 00 64 to 28 FF 00 00 64 for HP max out or use a hexidecimal converter if you want something less radical. hope i helped some

Also, after you restore your game save and boot back into the game you need to switch out of the car you've modified and then back into the modded car to see the changes. If you don't do this you won't see the changes.

hm, different methods to obtain effects. Ive tried the starting an online race, practice race, and a-spec race and my mods havent showed up yet. ill try switching cars.. nope. my car is still the same. it should have dc5 engine in it but the hp is still the same as the dc2 stock engine..

The multiplyer is odd - putting a 5 or above will multiply HP, anything lower and it won't.

There's a thread explaining this and the various "types" of cars (new from the NCD, used from the UCD, and from the OCD). Oil change/engine rebuild will also affect it I think.
