I used to know, but when I reinstalled Windows I opted for a disk clean. I thought I backed up my work, turns out I backed up my pictures >.>! Oh well, back to the comparing for me!

- 1 Stock wheels
- 1 with the first wheels you can buy
- 1 with the 2nd wheels you can buy.

If you can find the 0A that becomes 00, then you are doing it right. It seems the rims are coded in 2 parts :
- The rims you bought, that go like 01-01, 02-02 (Making it possible for different wheels at the fron and back)
- A bit of code appears under the BHP multiplier. That is the... hmm how to put this? The cars custom rim pre-set? It's that bit that seems to load a set of rims for a certain car. So what you could do is change 0A to 00 and add that pre-set and you should be able to buy the rims in-game.

are you sure there's two separate values front and rear? i compared saves with different wheels and the only thing that changed was the one number (01, 02, 03, etc)

Do those numbers correspond to the rims available for that car? Or does every wheel have it's own number?

they only correspond to the wheelset available to that car, it would be nice if all of the rims were in one string of numbers, but no, now to find what value changes what wheelset is available to the selected car...working on it now.

edit: it looks like the second 01 value has nothing to do with the rims, only the first value changes them, unless i'm missing something different rims front and rear is not possible...

Hmm... So up to now it's pretty much much impossible to get certain rims? :(

not necessarily, OP said there is data under the BHP multiplier which contains the rim set available to the car, i tried swapping the only changed bytes between two cars in that area and it had no effect....so until someone finds it you're stuck with what came on the car...

What I found is one line above the yen symbol is a line of 00's for the first 7 blocks. If you have the stock rims, it'll all be 00's. If you change (on my R32) to the white advan RGII, you'll see that the 01 block and 05 block will say 01. Now, change to the white RE30's and it'll say 03 and 03 in place for the 01's. So, I changed block 5 to 01, and I got chrome RGII's. I think it's possible, but it's going to be hard.
