Yes they can do that anywhere any time and its not just because your playing gta/PS3.
Things like sniffers can find IP addresses you are connected to, then booters can lag up your connection enough to knock you off.


Most routers can just do a hard reset to load in a new IP and you can go back on, there are also other ways to avoid this but you need to buy things.
