I have the program and im new too it, can you explain on how to apply them?

you have to add them with the tool to your save then the parts will be in your item's list in game install the parts there but 99% off the cars do not except the parts.

Open Garage Editor then go to the items tab. Simply look at tune items. The first thing you can click is the folder you're putting the items in. The second is the item you're putting in the folder. Put each special item the respected folder and after you're done add one or add 10. Then close your garage and you should be golden.

How do you actually install the parts onto a car? They all show up in my items list but I cannot install any of them.

They don't always install on all cars. I know the racing catatlyltic converter does, triple plate, racing flywheel and all tires work. The turbos work on some cars. Engine upgrades don't work through regular install though.
