You have to use 1.3.1 to gift yourself the tickets. Then you put them on in-game by going to GT life 'items' menu. Then, in case you don't know, you can install and use the tires in practice and speed test, although if you try to adjust settings in speed test you will get regulations breached error, and will need to change tires.

They still work. Your car must be coded prior to installing them, or else they won't.

Change FF to 74, then apply supersoft and nitrous to the car you are currently in, works 100%
