Windows 8 is recommended because Battlefield 4 will use DirectX 11.2 which is ONLY supported on Win8. Besides, benchmarks done on Win8 turns out stronger than on say Vista or Win7.
The 3Gb of memory don't worry me to much. It's most likely for resolutions above 1080p. Battlefield 3 peaks at 1.6GB @1080, but usually stays around 1.1 1.4 GB, and I doubt they manage to double the peak of BF3. Another point I saw someone make is that Battlefield 4 is partnered with AMD, which has 3GB of vRam as a standard on their newer cards.
