I'm sure most people on this forum will be mature about hybrids, so I think it will be safe to say here.
For the group creating the tool(s), when the user creates a hybrid car, have a notice pop up warning NOT to enter these into seasonal cars, in risk of the car resetting to stock - as well as mentioning the usage of hybrid cars will undoubtedly cause them to be patched, run a risk of banning (scare them), or what ever else.
I mean, it seems petty, but I bet it would lower the amount of retards that get us all in trouble's percentage.
I agree with the OP that hybrids and other modified cars should not participate in TT's.
But the suggested "pop-up" will not do anything.....
Mainly becuase....
- People already know they can get banned etc.
- People on a average don't read pop-up's and if they do, they seems to forget it easily.
- People that have the intension to participate in TT's using modified cars, are not stopped by a pop-up.
PD should be the one to prevent illegal participants.

I seem to remember one of the GTPlanet fanboy types decided to taunt PD by entering the classic rally cars race using multiple accounts with names like "PDHACKS-LOOK" and stuff like that using a jacked up and overpowered Bluebird in an effort to bring the wrath. It worked, everyone on GTPlanet basically spouted crap about defininte bans for everyone who even has one, regardless of how they may have got the car.
Once I started building my cars I completely stopped running anything that would create a timed record on PD's servers - TT's and Drift trials. Everything else was organised for, and catering to, people who embraced the scene rather than abused it.
