The changes are not in the code. They are taken from a DIFF (like compare) of the specdb from 1.12 to 1.14.
The specdb is the database, that is being pulled to determine all limits of a car. Like, how low/high can you set your ridehight? It's determined from that database.
FarSideX's tool is most probably (I must admit I've never checked it) bypassing all of that and directly setting all the values.
But when the game manages to reset your car (which was introduced in 1.14? - I've not been playing GT6 for quite some time) - the values to reset the car are being pulled from the specdb - again.
There are a lot of values for cars, that are still undisclosed in public.
I'll see if I can get some program to work out the changes. The ones I've posted in the original post, were pulled manually..

Find some data about 1.12 to 1.14 being patched in the link.. 1.13 didn't bring a new specdb..
