If you don't have internet at home, then you can't get the update I don't believe unfortunately. Although if you're posting on NGU then I'm guessing you're using phone service right?

if you wanna play dlc you could just download the 1.08 and 1.09 updates which are on dark souls 2 form on ngu, since you don't have internet atm you won't need the 1.10 update
