Figures why everytime I use Metro Design it gives me a RAT. I see my problem wasn't Visual Studios or anything. But how is it that these people are using them without getting a RAT?

I don't know what your problem is, but I haven't seen most of these mods anywhere else, so where could he be getting them from?
And where's proof that this is a virus? Virus scans are clean, all of the .DLLs are legit, hashes are correct, IDA shows nothing suspicious. Now, could you explain why you're flaming him and makes you think he's posted a virus?

I've reset my pc twice for trying to make a rtm tool while using the metrodesign and I'm not about to go back to it anymore. Which was a couple days ago. When I downloaded MetroDesign it said something about it being malicious but I didn't think it would be that much of a problem but then when I hit the test button for the tool it gave me a virus called Wallpaper.exe. You can look it up and it'll say that it's for your background and other informations would say that it;s a virus hiding behind the name Wallpaper.exe. And so I tried to stop it in task manager but it just kept multiplying. The first time I tried making a RTM Tool I got a virus called Nest Add.exe. If you look that up it tells you that it's a motherboard for ASUS but other informations would say it's also a virus hiding behind the name called Nest Add.exe.
