No u cant play on the ps3 with ps4 users.

Yes u can use Cross Save to transfer ps3 saves (charakters) to ps4 and ps4 saves to the ps3.

U can use tools like gibbeds save editor to edit (modify) your ps3 save. And transfer it to the ps4 if you mean that.

And no game is combined with another plattform on a console

U cant play with the ps4 against or with ps3 players.
