Restory system setting it will reset all your setting including internet settings, but it also deletes your accounts so make sure you remember your emails/passwords.

It sounds like your internet is just slow,i have the same problem when my internet provider is having problems etc.

1) On XMB go to settings section and navigate down to the end of list
2) Press l1+l2+l3+r1+r2+d'pad down together. You will see some extra options appear in the settings. One of them will be "debug settings".
3) Open it and look for "NP Environment". Change it from "sp-int" to np and save it. Your ps3 will restart. Once you're back on xmb, you can go ahead with psn and you won't face any problems.
